    Limiting Public comment to non agenda subjects, without providing public comment time for each agenda item is against the sunshine rules (law). You are preventing public comment to specific agenda items at every meeting. You don’t have the authority to limit speech. Public comment is supposed to be open forum without limitation. While you limit the time equally you need to Freedom of comment. Lacking true open comment the meetings are violating Colorado meeting law integrity.
